You can design or hire some one to design a template for some famous cms or blog plateform like wordpress. Giving away this template for free with a license that make use of template legal with a condition of not removing backlink to your site from the footer of the template.

If you have a useful wordpress plugin at your name, designers would write about it at their blogs. This would give you backlinks and exposure in no time.

Nice list. But we should beware of link exchange. Select good site and right niche to exchange your links.
