But, i think off page activity is must get support from on page activity ...

google won't show all. google count age of links and age of website . so if you have 500-600 backlinks then google only shows 25-35 backlinks it will takes time to get index your back links on google

My question is - How long after you post a back link should you reasonably expect to wait before any browser will notice it?

Google do not display a site backlink, you can use either google webmaster tools yahoo explorer...

I usualy do this methode , Directory submission Forum posting and Blog commenting

Try relevant blog commenting along with other submission as i have personal checked that it is vary effective.
