Is it the number of links present in the page wher your backlik is located or the page rank of that page or are there other factors?

I think quality of a backlink can be judged from
1) PR of page that contains backlink
2) Link placement
3) Anchor text

I think the quality of backlinks help your sites more in PR than in SERP. The quantity of backlinks would affect SERP more. IMO.

quality backlink, i think you could write articles and submit them to some high pr article directory sites,link exchange with the related site.

A quality backlinks means a one way incoming link from most relavant site with higher PR, Unique IP, Older Domain with proper anchor text that have your main keywords.

Quality backlink means ...manualy submission in high PR rank sites.
SO u could get more traffic and maintain your site ranking.

Quality Backlinks:
1- The site must be relevant to your niche or target.
2- The site must have good PR Rank
3- The quality of the content of the site or your content submitted (content is king).
4- Proper anchor text with your main keywords.
5- The site must have an older domain and be an authority in your niche.
You should also pay attention to the amount of links in the page. A page with to many links is not so good!
