I cant get you right. Do you mean that many of the sites that provide backlinks have very low PR? Dude PR doesnt matter much. Its all about bringing visitors to the site, and having a good content there to make them stay. That matters most.

Aside from good content and traffic, you also need link building to help your website land on the first page of search engines. That's the goal of link building. And we all learn from everyone, so I don't think a website's PR matters, as long as that person is contributing something useful to the community.
