He is now out of the country working on a contract deal and needs money to help him buy equipment. He has asked for the money to be sent online thru Western Union. Should I contact the police?

Why calling the police , he didn't make anything illegal when asking for money , it's up to you if you want to honor the request or not . He has the right to ask and you have the right to refuse. He didn't steal from you .
