Open and unmoderated comments

A very simple question here. Who is responsible for the comments appearing on a blog or a news site. For example sites like Topix, Yahoo News and YouTube allow open comments. Many of these comments incite hate. Does the right of free speech allows people to post anything they want?

sometimes it can be post only by administer，common members can not speak something.

Ultimately the domain owner is responsible for the content on their site. A person's right to free speech is not all-encompassing, if you find a comment that is hateful, etc. and/or not conforming to the site's usage guidelines check their terms of service for how to report it.

I think the comment makers should be responsible for their own comments. Of course, the site owner have the obligation in moderating those comments on their sites.

I think It's down to the sites T's and C's, personally I think that if you have something hateful to say you shouldn't sit behind a computer talking to a random stranger that you will probably never meet, it's cowardly and pointless.
