Search best online tutorial for web designing, clear all your basics for HTML, XML, Coral draw, photoshop, flash, scripting.

My suggestion for begginer is not to use any tools which generate automatic Html and css coding instead try to write it manually and ask "why" question to each and every topic you learn. If you will learn the basic after specific design and coding, you will easily learn it with modern web tools.

My suggestion for how one can learn about the website designing is that the most easiest way to learn about website designing is that watch out videos on you-tube or get a rapid grip on HTML because its so easy language and every one can learn about HTML easily.
