Doesn't seem to be--though it keeps getting harder and harder to fight your way into the top rankings. I guess when it comes down to it though, they are trying their best to make the pages that deserve to be there, be there. You can't fault them for that.

Updating had never happened later or earlier... you will never know, it is up to Google and i think that there is really no point to discuss this... but as a rule it happens once in 3 month (5 days more or less)

If you see in recent times, Google has been updating PR every 3 months. The last update happened in the last week of Sep. So I guess the next update should happen somewhere in December or maybe early Jan.

It used to be 6 months now it happens every 3 months.

In the last pr update many of sites lose its pr & the blogs got a good pr.

from may to nov n now in december google i cant tell you how many time updated n give out very unexpected results... So u never know when it will update within month...
