Directory submission is good way to get one way back link. Article submission also valuable as search engine gives enough consideration for the back links obtained from search engines.

Since Page rank depends hugely on backlinks,, link from a directory is highly important in terms of search engine rankings. These link help while search engine bot crawls over it which in turn helps to index the site.

I dont think that it is of any use... though some of the directories ask you to provide a link back to the directory when you submit your website in that particular directory
