I continue to run across competition with entire pages full of links, UNrelated to our industry - online casino's, unique aborigional gifts, nothing at all to do with trade shows.. can someone explain why they then get better ratings in the serps? and how this keeps going on?

Well Google always compare the Advert Link and normal content ration, having too many link will surely cause you problem.. and will look spammy

yes if u got to many links from one website it will be harm for your website, it can damage your website,,, for that you can not try to get links from one site, also to many links from one website and website pr is not good it can also damage ur website pr

link is link , it has nothing to do with relevancy as long as it is posted on high PR site
