It mostly works with webmaster, seo and related niche sites. Many don't know about google PR so if your targeting webmaster, seo sites or webmaster who know about PR then that could help.

Site's overall value or PageRank within the Google ranking system may be a little harder to figure out if you dismiss the PR Toolbar as a good indicator of your site's
overall worth within Google. Maybe Google has put into place filters and blinders to discourage the online marketers and SEOs who try to abuse and manipulate PageRank.

I thing using website traffic as a marketing tool is much better approach

PR is one factor that other webmasters consider in buying ad spaces or text links. So it has a marketing value IMO.

If you are in SEO, you should understand that high PR is very necessary thing.
Sites with high PR with give your good backlinks and traffic, also it means that Google trust with site.

A lot of people using site PR for making money, I guess

I would agree, outside of this group it is basically useless. I teach basic SEO courses and I have only 1 or 2 students even know what PR is. Remember, you have to have to be using a Google toolbar and you have to have enabled PR. That really limits the number of users who might understand PR and will limit this as a marketing tool.
