No, there is a considerable difference between Actual page rank and Toolbar page rank. Actual page rank ( algorithm) was invented by Google founders Larry Page and Sergey Brin and it is updated continuously and is one of the important factors that influence SERPs ( search engine result pages) and Toolbar PR is just a tool to indicate page rank, but it doesn't exactly show the value of actual page rank, as it is not updated continously. Tool bar PR is updated only 4 times a year and only gives a rough idea and importantly Toolbar PR doesn't influence SERP in any way.
