I agree with all the people that page rank important because it shows the reputation of your website and back links are also important to get the ranking on top. If you have high PR then its not the meaning that you can rank on to the SERPs, if we want to rank into the SERPs then we need millions of quality back links.

Page rank is a one type of SEO strategy for being popular in search engine. It is a pattern that owned by Google Inc. Google has its own algorithm to update its PR. Generally, As my knowledge Google updates its PR every 3 months in a year.

Page rank is depend upon the sites ranking. If Our web content intake high quality then Google gives pagerank to our sites from 0 to 10. So It is depend on our content.

Its good to gain higher PR but most important is Traffic which generates revenue.
