recently there was an update. backlinks and pr off some sites saw an update.
pr update was seen mostly for new sites and some old high ranked sites that had lost pr in the last update.
as for the algorithm that's a secret google wont like to share.

Last ToolBar PR update was on April 30th.
ToolBar PageRank is just a snapshot and the real PageRank is being updated all the time.
