Google calculates the site page rank according to the content, backlinks, quality and other things of the site.

I have many websites and I have found that a lot of ppl worry about pr alot. I dont think its really all that important.
The PR of a website is taken less and less into account by Google nowadays. Instead, I use it as what it is- a simple numerical number assigned to pages to show GENERALLY how valuable links are off of it.
There have been several times that competitors have beat me at SEO with PR inferior pages.

PageRank is a numeric value that represents how important a page is on the web. Google figures that when one page links to another page, it is effectively casting a vote for the other page. The more votes that are cast for a page, the more important the page must be. Also, the importance of the page that is casting the vote determines how important the vote itself is. Google calculates a page's importance from the votes cast for it. How important each vote is is taken into account when a page's PageRank is calculated.
As much as you build backlinks for your website, your site will get higher page rank. Quality backlinks helps you to get higher page rank. Linking with high pr site helps a lot.
Google interprets a link from one page to another as a vote. But it looks at more than the sheer volume of votes, or links a page receives. It also analyzes the page that casts the vote.
To calculate the PageRank, there is an formula:
PR(A) = (1-d) + d(PR(t1)/C(t1) + ... + PR(tn)/C(tn))
