you need to build links for your new site but be careful to build links because too much link building on a new site get your site banned or sandbox by google

you need to place your important keywords on your title tag and write apt description. It will help you to focus that keyword on off page optimization.

Targeting right keywords for your sites would be essential first step, IMO.
Then, using your keywords in your title tags, page contents and in anchor text of your backlinks.
