These are the best ways to do for getting good position on google but i think link wheel is very expensive and its new for all as many people haven; tried it.

Basic thing is to have Unique, fresh quality content. Then have to do some off page factor like Social bookmarking, Forum posting, article submissions etc..

to answer this question it depends on what keywords that you target,if your site is new I suggest you to track first how many people who seek keywords that you target,if your keywords has so many competition,you need to build page rank website first,higher means better.if not you should edit your keywords which consist less competitor
