My questions is does your website general purpose have to match that of the extension? For example am I allowed to have a hobbyist site with an extension of .biz? Or have a domain based in U.S. with .tk or .cc ? Thanks in advance.

You can register any domain name with extension you like, but .com domain extension sell better than all other extensions...
