My experience has shown that , " .com is much better than .by ." I think you should register your domain in .com

Your first priority should be Dot Com domains.

It's preferable to choose .COM domain name. If you want you can create a sub domain for that.

It's always a good idea to get BOTH extensions, even if you only plan to launch your service using one.

If you have business which target only a particular geographical location then go for com.by but if you need to target it globally then go for .com because .com is always good for targeting the trafic globally.
