Default can I use wordpress as cms and multi-user blogging?

I have designed my website but not constructed yet. I was advised to use wordpress as I mentioned "blog" as part of my website. I don't want to blog myself. I want people to create their own blogs on my website (because it is very much subject related), and also other people can leave comments on each others' blogs.
    Can wordpress do this?
If yes, is there a limit to the number of people creating blogs?
If not, can you suggest another opensource, php based tool?

Yes you can use word press for this, apart from this i have come across a very interesting ,basic ,easy and light weight CMS.It is called zimplit. It is extremely light weight since you do not need database for it.More over you do not need to add a single line of code to integrate it with CMS.

You can do that with wordpress, or try joomla or elxis (elxis is much more secure, faster, and greatly coded).

Wordpress is one of the most secure, stable and flexible content management systems on the internet. I recommend it right next to drupal.

And stay far, far, far away from joomla.

Wordpress MU was ideal. There is not much support for it now and there is talk of it being phased out. But it does allow for easy creation of blogs for those who wish to start their own.

Yes you can use concept media for this, apart from this i have come across a very exciting ,basic ,easy and lightweight CMS.It is known as zimplit. It is incredibly lightweight since you do not need data source for it.More over you do not need to add just one range of value to include it with CMS.
