To get page rank juice to flow to your page you will need links from do follow high PR page which I think digg and stumbleupon are not and PR does not equate traffic

The easiest way to get back link is to help people by creating nice articles, videos or reviews. When your article is useful people keep on integrating it on there website which is than spread like a viral networking to all different websites creating back links to your website automatically.

I am not sure if you are concerned with google pagerank values or ranking highly for natural searches? Natural search rankings is what you should be concerned with, since that is was causes higher traffic. The key to increasing either rank is all in link building, which is a long never ending process.
