    Do meta refreshes cause penalties? Is there an okay way to use them? I have a sitesell site that uses them and sitesell does not allow you to use an htaccess file. This concerns me.

    As far as I know, it is perfectly fine to use meta refresh as I have a few sites using this and have no issues with Google.

    I don't think there is any penalty for using meta refresh.
    Get a movie site with a flash gateway and content lock it
    by using BLAM Ads!

    No, Google never penalizes for meta refresh, you can do as many times you can

    Google crawler come to search the page through its meta tags as well. I don't think it gonna make some penalty on that.
